ECOSAP renovates NATCOM of Sierra Leone

In continuation of discharging its strategic mandates, ECOSAP provided financial support to the Government of Sierra Leone. As a post conflict country, with most of the infrastructure destroyed due to the war, the Permanent Secretariat of the National Commission on small arms control allocated by government, has now been fully renovated. This support by ECOSAP was done within the framework of the Japanese Funding provision for the Mano River Countries and Cote d’Ivoire.

The building provided by the government was one of those shattered by the civil war, though strategically located within the premises of the Presidency.  The NATCOM occupies the ground floor of the building with offices, conference room and other basic facilities for the NATCOM Chair, his Deputy and the other transition staff.

The renovated building is due to be commissioned by His Excellency, the President of Sierra Leone in August 2010.

The National Commission of Togo organized a workshop on the elaboration of the National Action Plan

The National Commission against the proliferation and circulation of small arms and light weapons (CNLPAL) organized on July 8-9, 2010 at the Saint Georges hotel of Tsevie, a workshop on the study of the preliminary works of the National Action Plan for the control of small arms and light weapons in Togo. The opening ceremony of the workshop was placed under the presidency of the prefet of ZIO, Mr DEH Komi Banzi.

Aware of the danger and the negative effects of these small arms on the populations and the criminality that is linked to it, the Commission is resolutely engaged in the fight to reduce sensibly the phenomenon in the country. The objective of this workshop is to formulate a national strategy as a global response to the issues posed by the proliferation and illicit circulation of SALW in Togo.

More specifically, it was to examine the preliminary works for the National Action Plan for the control and the management of SALW in order to make the necessary amendments to the activities proposed.

Moreover, the Tsevie workshop that has received the financial and technical support of the ECOWAS Small Arms Control Program(ECOSAP), brought together approximately fifty (50) participants composed of traditional leaders, deputies at the National Assembly, members of civil society, of armed and security forces, representatives from different ministerial departments, members of the National Commission and resource persons.

ECOWAS making an impact at the BMS4

In the framework of the BMS4, the ECOWAS region was highly represented by a strong delegation composed of representatives from the ECOWAS Commission, ECOSAP staff, representatives of National Commissions (NATCOMs) , WAANSA and of civil society national coalitions.

On June 15th, 2010  the ECOWAS Commission Director of Peacekeeping and Regional Security, General Charles Okae met with the ECOWAS delegation.  He started by formally welcoming them and thanking them for the various achievements in Member States.

 He also informed them that on June 16th, 2010, he would be reading a statement on the behalf of the President of the ECOWAS Commission, Mr James Victor Gbeho.

Lastly, he reminded the delegates on the side event planned for Friday June, 18 to showcase the ECOWAS Initiatives on Small Arms Control.

 It should be noted that ECOSAP sponsored the participation of the Presidents from the 15 NATCOMs and 5 members from civil society. This includes also high representatives from the ECOSAP Advisory board.

ECOWAS Statement at the BMS4

 General Charles Okae, the Director of Peacekeeping and Security reading the ECOWAS speech on behalf of the President of the ECOWAS Commission

June 16, 2010.

The ECOWAS Commission made a  statement at the BMS4 that was read by General Charles Okae, the Director of Peacekeeping and Security on behalf of the President of the ECOWAS Commission, His Excellency Ambassador James Victor Gbeho. This speech put the emphasis on the achievements made so far by the region in the implementation of the UNPOA. He highlight key achievements of ECOSAP as the Regional coordination structure mandated to implement the operational activities of the ECOWAS Conventtion on Small Arms. He also made a particular appeal for the donors to pursue the financial assistance to ECOWAS for the implementation of the key provisions of the ECOWAS Commission.

Proceedings of the Biennal Meeting of States- 2nd day

 View of the conference room

 The preoccupation of participants today, June 15th, 2010 at the on – going 4th Biennial Meeting of States focuses on International Cooperation and Assistance in the Implementation of the UNPoA in the various regions of the world. The discussion paper was presented by Australia and it generated contributions and debates by member states, where the significance of international cooperation and practical assistance to the countries that require such assistance were emphasised.

Most of the speakers at today’s session see cooperation and assistance as key elements for sustainability and success within of the UNPoA implementation. The major international actors, such as the EU and the US, enumerated their global strategies as well as efforts at mainstreaming UNPoA threats and responses in regional actions and programmes. The presentations noted that through integrated approach and support for capacity building of recipient countries, real impact on SALW control will be achieved.
